My suggestion would be to try to totally remove the dowel rod, redrill the holes and replace with a slightly longer and larger dowel. My choice of glue would be something like fiberglass resin or a glass bedding compound. Glue that squeezes out will probably have to be removed with sandpaper---very lightly. The stock and tip could be clamped firmly by using a long piece of 1/2" pipe and the adjustable clamps made for that.
